Question : Untimely Death of Children

(a) the rate of untimely death of children in the age group of 0-10 years during the last 10 years, State/UT-wise including Uttar Pradesh and Maharashtra;
(b) whether death rate of children has increased over the years and if so, the details thereof and the reasons therefor, State-wise;
(c) the efforts made by the Government to check or avoid the untimely deaths of children during the last five years; and
(d) the details thereof?

(a) to (d) The State/UT-wise data indicating the Infant Mortality Rate (IMR) per 1000 live births during 2005-2017, as captured through Sample Registration System (SRS), is at Annexure-I. The State/UT-wise data indicating the total accidental death of children (below 14 years) during 2006-2015 is at Annexure-II. The increase/decrease in the death rate of children is indicated in the annexed statements.

The Ministry of Women and Child Development (MWCD) has legislated various child centric Acts such as the Commissions for Protection of Child Rights Act (CPCR) 2005, Protection of Children from Sexual Offences (POCSO) Act, 2012 and the Juvenile Justice (Care and Protection of Children) Act, 2015 (JJ Act) for protection and promotion of child rights. While the JJ Act, 2015 ensures the safety, security, dignity and well-being of children, the POCSO Act, 2012 as a special law focusses on protection of children from sexual abuse and exploitation.

The Government has taken various steps, under the National Health Mission, for improving child health practices and for reducing child mortality which includes promotion of Institutional deliveries through cash incentive under Janani Suraksha Yojana (JSY) and Janani Shishu Suraksha Karyakaram (JSSK), promotion of appropriate Infant and Young Child Feeding (IYCF) practices, implementation of Universal Immunization Programme (UIP) wherein vaccination to children is provided against life threatening diseases such as Tuberculosis, Diphtheria, Pertussis, Polio, Tetanus, Hepatitis B, Measles, Rubella, Pneumonia and Meningitis caused by Haemophilus Influenzae B and setting up of Nutrition Rehabilitation Centres (NRCs) at public health facilities to treat and manage the children with Severe Acute Malnutrition (SAM) admitted with medical complications.
