Question : RESTRUCTURING OF FUNDING PATTERN FOR ELECTRIFICATION SCHEMES



(a) whether the Union Government proposes to restructure the funding pattern of its electrification schemes meant for financial grants to the States during Twelfth Five Year Plan;

(b) if so, the details thereof; and

(c) the achievements made under various projects of the Union Government being run in the country including Uttar Pradesh along with the reasons for delay in their implementation, if any?

(a) & (b) : As per the funds disbursement guidelines and accounting system under 12th Plan of Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY), funds for the sanctioned projects under RGGVY are released by Rural Electrification Corporation, the nodal agency for implementation of RGGVY, directly to the project implementing agencies in five installments of 30%, 20%, 20%, 20%, 10% commencing from award of work.

Recently, Government of India approved Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY) under which the funds flow is in 4 installments of 10%, 20%, 60% & 10% commencing from sanction of projects.

(c) : Under RGGVY, 648 projects were sanctioned during X & XI Plan, covering electrification of 1,12,287 un-electrified villages, intensive electrification of 3,71,646 electrified villages and release of free electricity connection to 2.72 crore BPL households in the country including Uttar Pradesh. Cumulatively, as on 30.11.2014, electrification works in 1,08,818 un-electrified villages and intensive electrification of 3,13,012 electrified villages have been completed and free electricity connection to 2.20 crore BPL households have been released under the scheme including Uttar Pradesh. During XII Plan, 273 projects have been sanctioned in the financial year 2013-14, covering electrification of 12,468 un-electrified villages, intensive electrification of 2.31 lakh electrified villages and release of free electricity connections to 1.33 crore BPL households.

In Uttar Pradesh, 86 projects were sanctioned during X & XI Plan, covering electrification of 28312 un-electrified villages, intensive electrification of 22253 electrified villages and release of free electricity connection to 19.19 Lakh BPL households. Cumulatively, as on 30.11.2014, electrification works in 27796 un-electrified villages and intensive electrification of 3163 electrified villages have been completed and free electricity connection to 10.78 Lakh BPL households have been released in Uttar Pradesh. During XII Plan, 64 projects have been sanctioned in Uttar Pradesh, covering electrification of 868 un-electrified villages, intensive electrification of 68,549 villages and release of free electricity connection to 32.64 Lakh BPL households.

The electrification works in the country is generally satisfactory. However, the progress of RGGVY has been affected in some of the States due to the following reasons:

i) Delay in forest clearance for the land proposals required for execution of the Projects in some States.

ii) Delays in land acquisition for 33/11 KV sub-stations by States.

iii) Limited number of qualified agencies available for execution of turnkey contracts.

iv) Delay in issuance of road permit and way bills in some States.

v) Very poor upstream rural electricity infrastructure in some States.

vi) Delay in finalization of BPL lists by some States.

vii) Delay in taking decision to waive off State and local taxes on materials by some States.

viii) Difficult terrain in some States.

ix) Law & order problem including Maoist Violence in some of the States.
