Question : Status of pending AIIMS projects

(a) the number of All India Institute of Medical Sciences (AIIMS) under construction in the country, State-wise along with the date on which each projectwas started;
(b) the present status of the total amount of loan raised and disbursed to each such project;
(c) the total amount of loan raised from foreign institutions and the actual amount disbursed forconstruction of these projects;
(d) the rate of interest being charged on loan amount by the foreign institutions financing these projects;
(e) the total area of land required to be acquired for each project and the areas of land that has actually beenacquired by the Government so far; and
(f) the present status of each of these projects and the time by which these projects are proposed to becompleted?

(a) to (f) Setting up of 22 new AIIMS has been approved under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), 6 of which at Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur and Rishikesh are already functional. Status of remaining 16 new AIIMS is at Annexure.

The details of loan raised from Higher Education Financing Agency (HEFA) and disbursed for each AIIMS is as follows:

AIIMS at Madurai is partially funded through loan from Japan International Cooperation Agency (JICA) (82% , Rs 1627.7 Crore ), at the rate of 0.95% per annum.
Land for setting up of new AIIMS are provided by respective State Government, free of cost. Out of the 16 remaining AIIMS, the land identified for purpose has been transferred by the concerned State Government, except in the cases, as per details given below:

Raebareli Out of approximately 148 acre land identified for the project, 97 acre land handed over by State.
Awantipora Out of 221 acre of land, 187 acre of land has been handed over for establishment of AIIMS.
Manethi Approximately 200 acre land was identified for the project but the site did not get FCA clearance. State Govt. has not offered alternate site.
Darbhanga Approximately 200.02 acre land identified for the project has not been handed over by the State Govt.
