Question : Skill Development Centres-Institutes

(a) the details of Skill Development Centres/Institutes presently functioning in the country along with the number of persons trained and provided employment therefrom during each of the last three years and the current year, State/UT-wise including in Kerala, Karnataka and Madhya Pradesh;

(b) whether the young entrepreneurs are setting up their own enterprises after getting training from such centres;

(c) if so, the details thereof indicating the incentive scheme, if any, implemented by the Government therefor; and

(d) the further measures taken by the Government to strengthen and make these centres/institutes world class?

Answer given by the minister

(a) to (d) At present, there are more than 40 schemes being implemented by various Ministries/ Departments to train and skill persons. A number of these schemes are being implemented on pan India basis and have training centres across the country including Kerala, Karnataka and Madhya Pradesh. There are 13351 Industrial Training Institutes (ITIs) in the country including 594, 1421 and 919 ITIs in the State of Kerala, Karnataka and Madhya Pradesh respectively. Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship outcome-based skill training scheme, which enables a large number of youth for taking up Fresh Training (FT) as well as Recognition of Prior Learning (RPL) for securing better placement and self-employment. As on 06.02.2017, total number of accredited training centres under PMKVY (2016-20) is 1272. This scheme has targeted to provide skilling to one crore people (60 lakh under Fresh Training and 40 lakh under RPL) over the four years (2016-2020) with an outlay of Rs.12,000 crore.

Moreover, under National Skill Development Corporation (NSDC) fee based model, 4306 centres are operational in the country. The State/UT-wise details of number of persons trained and placed by NSDC under fees based model during 2014-15, 2015-16 and 2016-17 (till December, 2016) are given at Annexure-I.

Under PMKVY 2016-20, Government runs high employment potential industry relevant courses for prospective candidates. Industries are actively participating as accredited and affiliated training partners/centres in imparting training-cum-placement activities as per National Skill Qualification Framework (NSQF) Norms. Scheme incentivizes Training Centres (TCs)/ Training Partners (TPs) for facilitating placement of trained candidates. TCs are mandated to organize placement/rozgar melas every six month with the support of Sector Skill Council and to ensure the participation of the local industry.

An end to end customized entrepreneurship orientation module has been integrated under the Life Skill Course module in the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) Courses so that every candidate undergoing PMKVY skill training will receive orientation in Entrepreneurship. In ITI course, the module on Entrepreneurship is already integrated as a section in the employability skills. Ministry of Skill Development and Entrepreneurship has recently launched Pradhan Mantri YUVA Yojana which aims to impart entrepreneurship education to the youths from 2200 institutes of higher learning including polytechnics, 500 ITIs and 300 Entrepreneur Development Programmes (EDPs) covering approximately 7 lakh candidates over the period of five years (2016-2020). Under this scheme, the students receiving skill training will be imparted entrepreneurship education to build their capacity to become entrepreneurs.

The training centers have to be mandatorily set-up as per the Quality Standards prescribed through the Guidelines for Skill Ecosystem – Center Accreditation and Affiliation.
