Question : EMPLOYMENT PROGRAMME IN NORTH EASTERN REGION



(a) whether the Government have formulated any programme to provide employment to unemployed youths of North-Eastern Region;

(b) if so, the details thereof, State-wise;

(c) the funds allocated under the various schemes during the last three years for the purpose; and

(d) the number of Youth benefited thereby during the said period, State-wise?

(a)&(b): There are a number of Centrally Sponsored Poverty Alleviation Programmes, which also generate supplementary employment. These are implemented all over the country, including the North Eastern Region. Schemes like Swarna Jayanti Gram Swarozgar Yojana(SJGSY), Jawahar Gram Samridhi Yojana(JGSY) and Employment Assurance Scheme(EAS) are implemented in the rural areas and Swarna Jayanti Shaheri Rozgar Yojana(SJSRY) are implemented in the urban areas. However, these schemes are not specifically for employment generation for the youths. The Prime Minister`s Rozgar Yojana(PMRY) launched in 1993 generates self employment for educated youths throughout the country including the North Eastern Region.

(c): Under PMRY, the Central Government provides funds for subsidy and entrepreneurial development etc. Subsidy is provided @ 15% of the project cost subject to a ceiling of Rs.15,000 per beneficiary in the NE States. RBI is authorized to pass the subsidy on to beneficiary through the implementing banks. The funds for entrepreneurial development training @ Rs.1000 per beneficiary for industrial sector and Rs.500 per beneficiary for service and business sectors are released to the States/Uts. In addition, contingency funds are also released to the States/UTs @ Rs.250 per person/sanctioned loan. An amount of Rs.362.62 lakhs was released to the North Eastern States including Sikkim during the period 1998-99 to 2001-02 (as on 14.3.2002) for entrepreneurial development and contingency etc. under PMRY. State-wise releases made are given in the Annexure-I.

(d): A statement indicating state-wise number of youths benefited under PMRY in the NE states including Sikkim is at Annexure-II.
