(a) & (b): The all India weighted average all paid out cost of production including family labour (A2+FL) as estimated by Commission for Agricultural Costs & Prices (CACP), Minimum Support Prices (MSPs) fixed by the Government and per cent return over cost of production for coarse grains, rice, oilseeds and sugarcane from 2012-13 to 2016-17 are given at Annexure.

The MSP is applicable throughout the country for all States. The Government offers to procure the crops at MSP. However, farmers are free to sell their produce to Government procurement agencies at MSP or in the open market as is advantageous to them.
