(a): 85617.73 acre land has been acquired by the Mahanadi Coalfields Limited (MCL) for different coal mining activities in Odisha.
(b): The total number of families to be displaced is 16760 for different coal mines of Mahanadi Coalfields Limited (MCL).
(c) & (d): As on 30.06.2021, out of 16760 families to be displaced, all have been compensated for their land, structures and other assets. Out of 16760 families to be displaced, 10809 families have been resettled, out of which 3105 families have been provided resettlement plots & 7704 families have been offered onetime cash compensation in lieu of resettlement plots. Similarly as on 30.06.2021, 16985 eligible land oustees or their nominees have been provided rehabilitation benefits which include Employment, Onetime Cash Compensation in lieu of Employment & Annuity in lieu of Employment.
(e): MCL is providing due compensation, rehabilitation (employment or cash compensation in lieu of employment) and resettlement as per provisions of relevant Act and R&R policies of Govt. Payment of compensation for Land, Trees & Structures are being provided as per RFCTLARR Act, 2013. Employment is provided as a rehabilitation measure against acquisition of agricultural land, homestead land and dwelling houses as per Govt. of Orissa R&R policies. If the eligible land oustee/ nominee of a Project Affected Family (PAF) is not interested for rehabilitation/ employment, he/she may opt for one time cash/monetary compensation in lieu of employment. If such eligible families prefer to avail cash compensation in lieu of employment an amount of Rs.16.00 lakhs per employment is provided to the eligible families in priority category. Alternatively, the families may avail ‘Annuity’ of Rs.21,000/- per month to its nominated member, in lieu of employment. There is a provision for increasing the annuity amount by Rs.1000/- once in every two years. Annuity is payable till the age of 60 years of the claimant. Besides employment & compensation for land, tree & structures, all the displaced families are provided the resettlement benefits i.e resettlement plot upto 10 decimal of land at a fully developed resettlement site where amenities are provided, such as Pucca Road, School Building, Veterinary Centre, Community Centre, Shopping Complex, worshiping Centre, Primary Health Centre, Ponds, Tube Wells, Wells, Supply of Drinking Water, Street Light, Boundary Walls etc.
However, where the displaced persons are unwilling to shift to re-settlement site provided by the Coal Projects can settle in a place of their own choice for which a cash compensation of Rs.6.00 Lakhs is provided in lieu of plot to each PAF. In addition to the above, building & other assistances are also provided to each displaced family at the following rate :

4 Incentive for early shifting to each eligible displaced family @ Rs 10,00,000/- of those villages in which all displaced families accept cash in lieu of plot & shift to their places of own choice with in stipulated time.
Ex-gratia of Rs.1,20,000/- ( Equivalent to Indra Awas Yojana ) to all families who have lost their dwelling house only in Govt. land is being paid in addition to the cost of structure. Further, additional incentive of Rs.25,000/-, Rs.15,000/- & Rs.10,000/- for shifting within the stipulated time period will also be paid to them. The Board of Directors of MCL has also approved to provide infrastructure facilities like electricity, water, roads, drainage and boundary wall at a place other than resettlement site where 20 or more displaced families prefer to settle on their own choice.
