Question : Empowering Teaching Faculty

(a) whether the Government has started two new programes to empower the higher education
teaching faculty and if so, the details thereof along with the number of institutes who will offer
courses, State/UT-wise;
(b) whether the Government has tied up with foreign universities also for the new programmes and
if so, the details thereof; and
(c) whether the Government has prepared any data of number of patents registered by Centrally
funded technology institutions in the current year and previous four years and if so, the details
thereof?

(a) and (b): The Government launched the Central Sector Scheme of Pandit Madan Mohan
Malaviya National Mission on Teachers & Teaching (PMMMNMTT) with an outlay of Rs. 900
crore with objective to pursue the long term goals of building a strong professional cadre of
teachers and creating top class institutional facilities for innovative teaching and professional
development of teachers. Under this scheme, among other various institutional
arrangements/components, two new programmes namely ‘Annual Refresher Programme In
Teaching (ARPIT) through discipline specific National Resource Centres (NRCs)’ and
‘Leadership for Academicians Programme (LEAP)’ have been launched on 13th November 2018.
Through ‘Annual Refresher Programme In Teaching’ (ARPIT), all in-service teachers,
irrespective of their subject and seniority have been given an enabling opportunity to keep abreast
of the latest developments in their disciplines through an online mode using Study Webs of Active
– Learning for Young Aspiring Minds (SWAYAM) platform towards latest developments in the
subject, pedagogical improvements and methodologies for transacting revised curriculum. 75
discipline-specific National Resource Centres(NRCs) including PMMMNMTT centres, UGCHRDCs,
Central Universities, IIT’s, IIIT’s, NIT’S, NITTTR’s and IGNOU have been notified as
NRCs. These 75 discipline-specific NRCs under ARPIT are located in the following 24
States/UTs: 2 in Assam, 2 in Bihar, 2 in Chhattisgarh, 1 in Chandigarh, 7 in Delhi, 1 in Goa, 2 in
Gujarat, 3 in Haryana, 2 in Jammu & Kashmir, 1 in Jharkhand, 4 in Karnataka, 1 in Kerala, 8 in
Madhya Pradesh, 10 in Maharashtra, 1 in Mizoram, 1 in Odisha, 1 in Puducherry, 2 in Punjab, 3 in
Rajasthan, 5 in Tamil Nadu, 3 in Telangana, 7 in Uttar Pradesh, 2 in Uttarakhand and 4 in West

Leadership for Academicians Programme (LEAP) is a three weeks Flagship leadership
development training programme (2 weeks domestic and one week foreign training) for second
level academic functionaries in public funded higher education institutions. The main objective is
to prepare second tier academic heads who are potentially likely to assume leadership roles in the
future. The programme would provide senior faculty, with high academic credentials, the required
leadership and managerial skills including skills of problem-solving, handling stress, team
building work, conflict management, developing communication skills, understanding and coping
with the complexity and challenges of governance in HEIs, financial & general administration.
The implementation of LEAP Programme will be through 15 Indian Institutions which were
selected on the basis of their NIRF ranking (within Top 20 in NIRF rankings). The foreign
Universities identified for the training by the participating institutions under the scheme will be
within the top 100 in the world global rankings.
These initiatives are being implemented for capacity building of teachers and senior academic
functionaries.
