Question : CONVENTION 89 OF ILO



(a) whether the protective frame work for women workers in the Factory Act has been laid down by Convention 89 of the International Labour Organisation (ILO) adopted in 1948 and supplemented by a protocol in 1990;

(b) if so, whether such an important reform has been debated or examined at the tripartite Indian Labour Conference;

(c) if so, the details thereof; and

(d) if not, the reasons therefor?

(a): Yes, Sir.

(b) to (d): The issue of the ILO Protocol of 1990 was never deliberated by the Tripartite Committee in the Indian Labour Conference. However in the past, three meetings with representatives of the Employers and the Trade Union Organisations were held before it was decided to amend Section 66 of the Factories Act, 1948.
