(a) Yes.
(b) As per District Information System for Education (DISE) Report 2013-14 (as on 30th September, 2013), there is a gap of 4.19 lakh toilets( @ at-least one toilet for boys and 1 toilet for girls) in 2.45 lakh government schools. State/UT wise number of Schools without Boys and Girls toilets as per District Info- rmation System for Education (DISE) Report 2013-14 is at Annexure-1. There are 13.42 lakh operational Anganwadi Centres, of which toilet facilities are available in about 6.29 lakh anganwadis. State/UT- wise Anganwadi without toilets as on 31.12.2014 as reported by Ministry of Women and Child Development is at Annexure-2.
(c) After launch of Swachh Bharat Mission (Gramin) on 2nd October, 2014, school and Anganwadi toilets are to be provided by Ministry of Human Resource Development HRD and Ministry of Women and Child Development respectively. Ministry of Human Resou- rce Development has made provision for construction of 4.19 lakh toilets through SSA and RMSA (2.42 lakh), Central PSUs (1.69 lakh), private corporate (4,562), and Swachh Bharat Kosh (5,245). Of these, around 73,201 have been completed and 1.12 lakh are under construction.
(d) School toilets were constructed under the erstwhile Total Sanitation Campaign (TSC)/ Nirmal Bharat Abhiyan (NBA) only for schools set-up prior to launch of Sarva Shiksha Abhiyan in 2007. After the launch of Swachh Bharat Mission (Gramin), the responsibility for cons- truction of School and Anganwadi toilets have been vested with Ministry of Human Resource Development & Ministry of Women and Child Development. Under TSC/NBA, no component-wise allocation has been made. However, the Central share of expenditure on school and anganwadi toilets during each of the last three years under TSC/NBA, State/UT-wise is at Annexure-3.
