Question : Civil Services Act

(a) whether the Government as recommended in the 10th report of Second Administrative Reforms Commission, has been contemplating to enact a new Civil Services Act which would usher in Civil Services reforms by insulating bureaucracy from politics;

(b) if so, the details thereof; and

(c) if not, the reasons therefor?

(a): No Madam. At present, there is no proposal relating to Civil Services Bill under consideration.

(b): Does not arise.

(c): In pursuance of para 16.17 of the 10th report of 2nd ARC relating to Civil Services Code, wherein a Civil Services Bill was to be proposed, it was decided that the recommendations of the 2nd Administrative Reforms Commission need to be taken forward for full implementation first for promoting good governance before considering a proposal for Civil Services Performance Standard and Accountability Bill.
