Question : Appraisal of PMGSY

(a) whether there is a gap between targets set and achievements made under the Pradhan Mantri Gram Sadak Yojana (PMGSY) across the country during each of the last three years and the current year and if so, the details thereof, State/UT-wise;

(b) the rural habitations which are yet to be covered under the said yojana across the country so far, State/UT-wise;

(c) whether the allocation of funds for the said yojana has been substantially reduced during the said period and if so, the details thereof and the reasons therefor;

(d) whether the Union Government has received proposals from various States for enhancing allocation of funds under the said yojana during the said period and if so, the details thereof; and

(e) the other steps taken/being taken by the Government for effective implementation of the said yojana and to bring all the rural areas of the country therein?

(a): The year-wise details of target and achievements in terms of Habitations connected and road length constructed during the last three years and the current year up to January,2019 is as under:-

The State/UT-wise details of target and achievements made during the last three years and the current year up to January, 2019 in terms of road length constructed and habitations connected are given at Annexure-I and Annexure-II respectively.

(b): Till 31st January, 2019, 1, 45,413 habitations have been provided connectivity under PMGSY Scheme. Further, 16,066 habitations have been provided connectivity under State Scheme, making total connectivity to 1,61,479. The State-wise details of habitations yet to be connected are given at Annexure-III.

(c)& (d): The Details of funds allocated under PMGSY during last three years and the current year is as under:-

The releases in the above years were further supplemented with the State Share of 40%.
During the year 2016-17, the States of Himachal Pradesh, Karnataka, Madhya Pradesh, Odisha, Punjab, Sikkim, TamilNadu, Tripura and Uttarakhand sent proposals for enhancement of allocation, which was agreed to on the basis of works in hand, pace of expenditure and requirements. In the year 2017-18, the allocation of States of Assam, Odisha, Sikkim, Tamilnadu and Uttarakhand was enhanced based on the above grounds. During the current year till 31.1.2019, the allocation of States of Assam, Chhattisgarh and Mizoram have been enhanced.

(e): The progress of implementation of PMGSY is regularly reviewed by way of Regional Review Meetings (RRMs), Performance Review Committee (PRC) Meetings, Pre-Empowered/Empowered Committee Meetings with the States. At District level, the District Development Coordination and Monitoring Committee (Disha) headed by a Member of Parliament (LS) monitors the implementation of various schemes of Government of India including PMGSY. In addition to this, special review meetings are also held by Secretary/ Additional Secretary, Ministry of Rural Development with Chief Secretaries of the States. Further, States have been requested to augment executing capacity and contacting capacity and their compliance is regularly reviewed. Training is imparted to field engineers and contractors as well as their staff for capacity building.

For effective monitoring of road works constructed under PMGSY, an On-line Management, Monitoring and Accounting System (OMMAS) (www.omms.nic.in) has also been developed. Further, the Government has decided to use geo- informatics using satellite imagery, on a real time basis, to verify the progress of implementation of PMGSY as reported electronically by the States.
