Question : Expansion of Urban Fringes

(a) whether it is a fact that the expansion of urban fringes is taking place at rapid pace in the country and if so, the details thereof;

(b) whether it is also a fact that the new challenge relating to management of rural urban fringe has become critical in the country and if so, the details thereof;

(c) whether the Government is aware that there is a need of immediate long term planning for sustainable development of urban and rural in the country; and

(d) if so, the details thereof along with the corrective measures taken by the Government in this regard?

(a) to (d): Rapid urbanisation is taking place in the country. As a result, the cities are expanding along the periphery of the cities posing challenges to urban planners and city managers. As per census 2011, urban population of the country has increased to 31.2% in 2011 as compared to 27.8 % in 2001.

Planning and Development are State subjects. Government of India provides technical support to States in their efforts to manage the challenges posed by rapid urbanisation. Ministry of Housing & Urban Affairs, has released ‘Urban & Regional Development Plans Formulation and Implementation (URDPFI) Guidelines, 2014for the guidance of the States. These guidelines are intended to promote sustainable and balanced regional & urban planning and development. The Ministry has also released Model Building Bye Laws (MBBL) 2016, which is an advisory document for providing guidance to the States. MBBL 2016 covers various construction aspects of buildings so as to achieve orderly development.
