Question : Execution of Kisan Samman Yojana

(a) the details of the measures taken by the Government for the execution of Kisan Sanman Yojana at bank level as many banks are not co-operative and not in a positive mode for the execution of the yojana;
(b) whether it is a fact that many banks are not co-operative in giving new loans to farmers in various regions of Maharashtra including Dindori and Nashik; and
(c) if so, the details thereof along with the action taken by the Government in this regard?

(a): All nationalised, private sector and cooperative banks and other financial institutions servicing bank accounts of farmers have been issued instructions by the Government at various levels through the Department of Financial Services (Ministry of Finance), through RBI, NABARD, State/UT Governments, State Level Bankers Committee (SLBC)/District Level Bankers Committee (DLBC), etc. to ensure implementation of the PM-Kisan Scheme, and that the money transferred under the PM-Kisan Scheme actually reaches the eligible beneficiary farmers and no deductions or adjustments are made therefrom against any outstanding loans or any other dues. The Government has regular interactions with the banks so that any roadblocks coming in the way of smooth implementation of the Scheme are removed immediately.

(b)&(c): The Department of Financial Services have informed that the Government fixes agriculture credit disbursement targets for the banking sector every year and banks have consistently surpassed these targets. The details of agriculture credit targets fixed by the Government and the achievement by the banks in respect of State of Maharashtra for the last two years (2017-2018 & 2018-2019), as reported by NABARD, are given as under:
