Question : Anomalies in Service matters of Health Professionals

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the doctors and healthcare professionals demonstrated against the anomalies in their service matters including financial matters;

(b) if so, the details thereof along with the number of such demonstrations during the last three years;

(c) whether the Government is aware that public healthcare is badly affected due to such demonstrations and poor people are put to hardship;

(d) if so, whether the Government is taking any step in sorting out the issues with healthcare professionals and doctors; and

(e) if so, the details thereof and the steps taken by the Government in this regard?

(a) to (e): Health is State subject and no such information is maintained centrally. It is the responsibility of the State Governments to make alternative arrangements so that patient care does not suffer.
In so far as the Doctors of Central Health Service are concerned, no such demonstrations were held. However, as far as three Central Government hospitals located in Delhi viz. Safdarjung Hospital, Dr. RML hospital and Lady Hardinge & Medical College & Associated hospitals are concerned, Nurses Union in Safdarjung Hospital went on hunger chain strike at Jantar Mantar, New Delhi from 12.02.2016 to 27.02.2016 for fifteen days. However, Nurses went on a Mass Casual Leave on 26.02.2016 against the recommendations of 7th Central Pay Commission in all these hospitals.

In Safdarjung Hospital, there was some effect on public healthcare services during the demonstration by the Nurses Union. However, alternative arrangements had been made by Hospital administration to maintain patients care services.
Representations from various staff associations of CHS doctors were received on various issues like demands relating to merger of Specialist sub-cadres, uniformity in retirement age, pay, earmarking of HAG posts among CHS sub-cadres etc with regard to the report of 7th Central Pay Commission which has been examined and views of the Ministry have been conveyed.
