Question : Height Clearance for Building’s Heights near Airports

(a) whether the Government has constituted a committee under the Chairmanship of Air Chief Marshal (retd.) Fali Homi Major to examine policies and regulations regarding the height clearance for buildings and other structures around airports vis-a-vis the development of cities around the airports;
(b) if so, the details thereof;
(c) whether the committee has taken suggestions from Federal Aviation Authority of USA and other developed countries who have managed development of the city around Airport in better way;
(d) if so, the details thereof; and
(e) the present status of the report submitted and the action taken by the Government in this regard?

(a) & (b): Yes, Sir. The Ministry of Civil Aviation, vide order dated 17.02.2021 had constituted a Committee under the Chairmanship of Air Chief (Retd.) Fali S Major to examine aerodromes safeguarding policy and regulations vis-a-vis development of cities around airports. The Committee submitted its report to the Ministry on 09.12.2021.;
(c) & (d): International Civil Aviation Organisation (ICAO) serves as a global platform of States (including India and USA) for international civil aviation and the Committee constituted by the Ministry of Civil Aviation had Mr. Amine Bach Chaouch, a Tehnical Cooperation Bureau (TCB) Expert from ICAO, as one of its Members.
(e): Most of the procedural changes suggested by the Committee to bring more accuracy in the process of issuance of the No Objection Certificate to the structures/ buildings around the airports, have been accepted by the Ministry.
