Question : Availability of Doctors under CGHS


(a) whether there is a huge shortage of pathologist doctors in different parts of the country particularly Tamil Nadu, Odisha, West Bengal and Andhra Pradesh and if so, the details thereof along with necessary steps taken/being taken by the Government in this regard;

(b) whether the Government has taken note of uneven deployment of doctors working under CGHS in the country;

(c) if so, the details thereof along with number of pathologists posted/deployed in the country, State/ UT-wise including in South Zone of Delhi.

(d) whether a large number of doctors under CGHS, particularly in South Zone (Delhi) are retained for many years without being transferred to other places where there is acute shortage and if so, the details thereof; and

(e) whether the Government proposes to roll out a transfer policy for doctors working under CGHS so as to help even deployment of doctors and pathologists under CGHS and if so, the details thereof and if not the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA
STARRED QUESTION NO. 431* FOR 1ST APRIL, 2022

Through its 431 Wellness Centres and 21 Polyclinics, Central Government Health Scheme (CGHS) provides primary health care services (OPD facilities and medicines) to its beneficiaries. These Wellness Centres are manned by Medical Officers of General Duty Medical Officers (GDMOs) sub-cadre of Central Health Service (CHS).
Some Wellness Centres and Polyclinics have Pathology labs co-located with them. Pathologists belonging to Specialist sub-cadre (Pathology) of CHS are posted in these diagnostic labs. GDMOs having PG degree in Pathology are also posted in polyclinics/ diagnostic labs. Vacant posts of doctors are filled up through Union Public Service Commission (UPSC). In order to manage the work against vacant posts, local Additional Directors are directed to engage retired Government doctors on contract basis.
Details of sanctioned, filled and vacant posts of Pathologists under CGHS city-wise including South Delhi are at Annexure.
Doctors are posted as per Staff Inspection Unit (SIU) norms and exigencies of work load. Transfer/ posting of doctors is done as per laid down norms. Standard Operating Procedure (SOP) in this regard is already issued under CGHS.
