THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR YOUTH AFFAIRS & SPORTS (SHRI SARBANANDA SONOWAL)
(a) & (b) The Ministry of Youth Affairs & Sports is implementing only one Centrally Sponsored Scheme involving Centre-State sharing of funds, for develop- ment of sports, namely, Rajiv Gandhi Khel Abhiyan (RGKA) scheme, under which a sports complex is constructed in each block of the country, both for outdoor and indoor sports disciplines, on land measuring about six - seven acres at a cost of Rs. 80 lakh each (Total Rs. 1.60 crore). There is also provision of Rs. 15 lakh for sports equipment to be provided by Ministry of Youth Affairs and Sports. Annual Sports competitions viz., Rural Sports Competitions, Women Sports Competitions, North- East Games and Special Area Games (for LWE affected regions) are held under RGKA upto the National level. This Scheme is the revised and renamed form of the Panchayat Yuva Krida aur Khel Abhiyan (PYKKA) which was being implemented till 2013-14. Under the PYKKA, funds were released to the States /UTs for creation and maintenance of basic sports infrastructure at village and block panchayat level and for conduct of annual sports competitions.
Release of grants under RGKA are demand-driven and made against proposals received from States /UTs which are complete in all respects as per provisions of the Scheme and subject to the condition that no Utilisation Certificate is pending from the concerned State/UT against grants released by this Directorate.
Complete proposals (subject to no pendency of UC) are processed for release of grants within two weeks of its receipt. As on date, no proposal received from any State / UT is pending beyond two weeks.
(c) & (d) The Government is, in addition to creation of sports infrastructure under the Centrally Sponsored Scheme of RGKA, implementing a Central Sector Scheme, namely, Urban Sports Infrastructure Scheme (USIS) for creation of sports infrastructure. Under the USIS 100% financial assistance, subject to prescribed limits, is provided to State Governments; Local Civic Bodies; School, Colleges and Universities under Central/State Governments; and Sports Control Boards for development of Synthetic playing surface (for hockey and athletics) and Multipurpose indoor hall.
Sports being a state subject, it is primarily the responsibility of the State Governments and the National Sports Federations (NSFs) concerned for promotion and development of various sports disciplines in the country. The NSFs are autonomous bodies registered under the Societies Act or the Companies Act. The Government doesn’t interfere in their day to day functioning. With a view to ensuring good governance, the Government has issued guidelines for inclusion of sports persons in their executive bodies to the extent of 25%, with voting rights.
Further, the Government has constituted an Elite Athletes Identification Committee including prominent sports-persons in different sports disciplines, under the National Sports Development Fund’s (NSDF’s) Target Olympic Podium (TOP) Scheme with a view to identifying players for special training in order to support India’s best medal prospects for 2016 and 2020 Olympics and other major sporting events upto 2020 Olympics.
(e) & (f) While details of medals won for the country by athletes in major international events are maintained by the Government, no such details are maintained Division wise.
