Question : ENTRY OF STRAY WILD ANIMALS ON THE RUNWAYS



(a) whether the entry of unauthorised persons and stray/wild animals into the runway is increasing at various airports in the country;

(b) if so, the details and the reasons therefor;

(c) the number of such cases of entry into runway reported during the last three years;

(d) the safety measures taken/ proposed to be taken by the Government at various airports in the country, particulary at IGI airport, Delhi; and

(e) the action taken against the officials found responsible for such lapses?

(a):- No, Sir.

(b):- Does not arise.

(c):- 47 cases of entry into runway have been reported in the last three years.

(d):- Directorate General of Civil Aviation (DGCA) has issued Air Safety Circular and guidelines regarding apron discipline at airports to prevent unauthorised entry on the runway. Regular joint aerodrome inspections are carried out by Airport operators, Bureau of Civil Aviation Security(BCAS), Met officials and DGCA to take preventive measures to reduce such incidents. Perimeter wall has been erected at all Airports Authority of India (AAI) managed airports as per BCAS standards of Safety Requirements and perimeter is being guarded by security staff. Airport Security Committee Meetings are held regularly to check on security lapses and to reduce the menace of stray/wild animals. At Indira Gandhi International (IGI) airport, NGOs are contracted to trap and relocate animals from air side after acquiring permits from Wildlife Department of Government of Delhi. Wire fencing is done on interface area on airport to stop blue bulls entering on the airside. Delhi International Airport Private Limited has planned to detain two field experts from an NGO round the clock, atleast for a year (covering all seasons), so that a permanent solution is found for animal problems occuring at IGI airport. Ecological measures to reduce the population of stray/wild animals are also planned.

(e) Action against officials, if found responsible for lapses, is taken by AAI as per their rules.
