Question : RESERVATION FOR PHYSICALLY CHALLENGED PERSONS



(a) whether physically challenged persons are provided with statutory 3 percent job reservations in various Central Government departments and public sector undertakings;

(b) if so, the details thereof;

(c) whether it has come to the notice of the Government that some public sector undertakings are not filling the quota reserved for these people;

(d) if so, the number of posts filled up by such candidates during the last three years and number of posts lying vacant, till date; and

(e) the corrective measures taken in this direction?

Statement referred to in the reply to Rajya Sabha Starred Question No. 195 put forth by Shri Bhan Singh Bhaura, regarding Reservation for Physically Challenged Persons for answer on 26.7.2002.



(a) and (b) Yes, Sir. Section 33 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 enjoins upon appropriate governments to ensure reservation of 3 per cent vacancies in identified posts for persons with disabilities of which 1 per cent each is to be reserved for persons suffering from
(i) blindness or low vision;
(ii) hearing impairment and
(iii) locomotor disability or cerebral palsy.

(c), (d) and (e) The representation of persons with disabilities with reference to the identified posts in Group A, B, C and D under the Central Government is given below :

This information relates to a total of 66 Ministries/Departments of GOI. In respect of 28 Ministries/Departments, the information pertains to position as on 1.1.2000 and for the remaining Ministries/Departments, the same pertains to 1.1.1999.

In Public Sector Undertakings (PSUs), the position as on 7.1.2002 is as under :

While Department of Personnel & Training (DOPT) and Department of Public Enterprises (DPE) monitor the implementation of the statutory reservation in respect of the Central Ministries/Departments and public sector undertakings respectively, the Ministry of Social Justice & Empowerment also reviews the position regularly in meetings of the Central Coordination Committee and the Central Executive Committee.
