Question : HEALTH CENTRES DISTRICT HOSPITALS



(a) the criteria/procedure laid down by the Government for setting up of health centres/district hospitals in the country along with the details of medical facilities to be provided in these centres/ hospitals;

(b) whether there is a shortfall of health centres/district hospitals in the country and if so, the number of health centres/hospitals required for patients as per the rural population along with the corrective measures taken/being taken by the Government in this regards, State/UT-wise;

(c) whether the Government has received any proposal from States for setting up/modernization/upgradation of hospitals/district hospitals/ health centres in the country and if so, the details thereof along with the action taken/being taken by the Government on each of these proposals, State/UT-wise; and

(d) the further steps taken/being taken by the Government to scale up the healthcare facilities in these hospitals/health centres at par with the international standards?

(a): Public Health is a State subject and therefore the responsibility of setting up of health centres/district hospitals lies with the States/ UTs, However, financial support is provided under National Health Mission (NHM) to supplement the efforts of States/UTs for setting up/upgradation of Rural Health infrastructure as per the requirement proposed by the State/UT Governments in their Programme Implementation Plans (PIPs). NHM seeks to support a population norm based generic hierarchical Public Health delivery system as follows:

In addition, a norm of ‘Time to care’ has been adopted under which a Sub Centre can be set up within 30 minutes by walk from habitations in selected districts of hilly states and desert areas.

(b): A statement showing the number of health centres required, in-position and shortfall as per population norm as on 31st March, 2014 based on Rural Health Statistic, 2014 is placed at Annexure I. Under NHM financial support is provided to States/UTs to strengthen their healthcare systems including establishment / upgradation of health facilities/district hospitals.

(c): State/UT wise statement regarding number of proposals received/approval accorded for Hospital strengthening/New Construction/Setting Up works for District Hospitals/Sub-Divisional Hospitals (SDHs)/ Community Health Centres

(CHCs)/ Primary Health Centres (PHCs) and Sub-Centres (SCs) in 2014-15 is placed at Annexure II.

(d): IPHS, 2012, are a set of uniform standards envisaged to improve the quality of health care delivery in the country and being used as the reference point for public health care infrastructure planning and up-gradation in the States. Under NHM, the States are supported for strengthening their health care facilities to standards as per IPHS, subject to availability of financial resources.
