Question : NATIONAL CHILD HEALTH PROGRAMME



(a) the status of health of children in India in comparison to other developing countries in the world;

(b) whether the Government has reviewed/proposes to review the National Child Health Programme and found any shortcomings therein and if so, the details thereof and the remedial steps taken or proposed to be taken by the Government to remove these shortcomings;

(c) the number of children examined under the said Programme during each of the last three years and the current year State/UT-wise;

(d) the funds sanctioned, released and utilised by the States/UTs for the purpose during the above-said period; and

(e) the steps taken or proposed to be taken by the Government including associating NGOs therein to protect the children from various diseases under the said programmes, etc.?

THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI JAGAT PRAKASH NADDA)

(a): As per State of World’s Children Report, 2015 published by UNICEF, India is ranked at 47th position among various countries of the world in terms of Under-5 Mortality Rate (U5MR). As per this report the U5MR of India is 53 against Global U5MR of 46 in 2013.

(b): Yes. The Rashtriya Bal Swasthaya Karyakram is regularly reviewed through monthly reports from states and UTs, quarterly review with state programme managers and periodic visits to the states and UTs and necessary suggestions are provided to state health authorities.

(c): Rashtriya Bal Swasthaya Karyakram was launched in Feb 2013. As reported by States/UTs, 7.99 crore children were screened in FY 2013-14 and 4.2 crore children were screened in FY 2014-15 (till December, 2014) State and UT wise details is placed at Annexure I.

(d): The details of the funds released and utilized by the States during the above said period is at Annexure II.

(e): The Rashtriya Bal Swasthaya Karyakram has the objective to screen all the children upto 18 years of age for 4 Ds i.e Defects at birth, Diseases, Deficiencies and Developmental delays and disabilities to provide early intervention and their prevention and management.
