Question : NSSO Survey on Houses-Slums

(a) the estimated number of houses and slum dwellings in urban areas of various States including Bihar as per fresh survey of National Sample Survey Organisations (NSSOs) along with the details thereof, State-wise;

(b) whether any facility of basic infrastructure like road, power, drinking water, etc. has been provided in these dwelling areas as per NSSO and if so, the number of such dwelling areas where this facility has been provided in the country along with the details thereof, district-wise;

(c) whether the Government has taken any concrete steps for bringing improvement in the basic amenities to the people residing in slum dwellings and if so, the details thereof, district-wise;

(d) whether there is any increase or decrease in the number of slum dwellings in various States including Bihar; and

(e) if so, the details thereof, district-wise?

(a): The latest survey on ‘Drinking water, Sanitation, Hygiene and Housing Condition’ and ‘Particulars of Slums’ was conducted by National Sample Survey Office (NSSO) in its 69th Round of Survey during the period July, 2012 - December, 2012. Based on this survey, estimated number of dwellings in urban areas during 2012 is given in the statement at Annexure-I.

(b): State/UT wise estimates of number of households and availability of facility of basic infrastructure like road, power, drinking water, etc., in urban areas during 2012 are given in the Statement at the Annexure-II. The district-wise estimates of basic infrastructure are not computed due to considerations of sample size in NSS surveys.

(c): Government launched the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) on 3rd December, 2005 for assisting State Governments in providing housing and basic services to urban poor/ slum dwellers in selected cities under the Sub Mission Basic Services to the Urban Poor (BSUP) and in other cities and towns, under the Integrated Housing and Slum Development Programme (lHSDP). Mission duration was 7 years from 2005-06 which has been extended upto March, 2017 for completion of projects sanctioned upto March, 2012.

The Government, after consultations with various stakeholders including State Governments, industry associations, Urban Local Bodies, etc., has launched Housing for All (Urban) Mission (Pradhan Mantri Awas Yojana) on 25.06.2015 in pursuance of Government''s vision of facilitating housing to all by 2022 in the urban areas. The Mission aims at addressing the housing requirement of the slum dwellers and urban poor. A provision of basic amenities including toilet facility has been made essential for all houses built or expanded under the Mission.

(d) and (e): Based on the surveys on Housing Condition conducted during NSS 58th round (July, 2002 – December, 2002) and 69th round (July, 2012 – December, 2012), state-wise estimates of number of households in urban slum areas are given in the statement at Annexure-III. The district-wise estimates of number of households in urban slum areas are not computed due to considerations of sample size in NSS surveys.
