Question : Problems of Jobless Youth

(a) whether the Government is aware of the problems of jobless youths in the country due to COVID-19 pandemic and if so, the details thereof;

(b) the total number of persons rendered jobless in this period; and

(c) the assistance provided by the Union Government to the States particularly Kerala, Maharashtra in meeting the jobless situation;

(d) whether the Government has done any assessment of the job loss in the country due to the COVID-19 crisis; and

(e) if so, the details thereof, sector wise?

(a) to (c): The global spread of the corona virus (COVID-19) followed by lockdowns has affected global economies including India. Government is taking several steps to ensure that we are well prepared to face the challenges and threats posed by covid-19. Aatmanirbhar Bharat which focuses on Economy, Infrastructure, System, Vibrant Demography and Demand to create jobs for the youth has been launched.





To boost employment and livelihood opportunities for migrant workers returning to villages, in the wake of COVID-19 outbreak, Government of India has launched Garib Kalyan Rojgar Abhiyaan on 20th June 2020. Abhiyaan focuses on developing rural infrastructure and providing modern facilities like internet in the villages. Skill Mapping of the rural migrant labour being done to help them work closer home. Abhiyaan involves intensified and focused implementation of 25 target driven works to provide employments and create infrastructure in the rural areas of 116 districts of 6 States with a resource envelope of Rs 50,000 crore.

Government has taken various steps for generating employment in the country like increasing public expenditure on schemes such as Prime Minister’s Employment Generation Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pt. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Deendyal Antodaya Yojana-National Urban Livelihoods Mission (DAY-NULM).

Under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing a flagship scheme known as the Pradhan Mantri Kaushal VikasYojana (PMKVY) 2016-20 with an objective to provide skilling to one crore people under Short Term Training (STT) and Recognition of Prior Learning (RPL) across the country for four years i.e. 2016-2020.

Pradhan Mantri Mudra Yojana (PMMY) has been initiated by Government inter alia for facilitating self-employment. Under PMMY collateral free loans upto Rs. 10 lakh, are extended to micro/small business enterprises and to individuals to enable them to setup or expand their business activities.
