Question : POPULATION STABILISATION FUNDS



(a) whether the Government have made an announcement in regard to creation of a National Population Stabilisation Fund of Rs. 100 crore in July, 2000;

(b) if so, the details thereof;

(c) whether 50 crores of the National Population Stabilisation Fund have not been transferred to the public account so far; and

(d) if so, the details thereof alongwith the reasons therefor?

(a) to (d) Yes, Sir. At the first meeting of the National Commission on Population held on 22nd July, 2000 a decision was taken to set up a National Population Stabilization Fund (NPSF).

The Planning Commission made a provision of Rs. 50 Crores in RE 2000-01 and the remaining Rs. 50 Crores in BE 2001-2002. The Expenditure Finance Committee had approved the issue of contribution of Rs.100 crores as seed money to the NPSF.

The Cabinet Committee on Economic Affairs (CCEA), at its meeting held on 13.2.2003, approved the Registration of National Population Stabilisation Fund as an autonomous Society under the title `Jansankhya Sthirata Kosh` and constitution of General Body under the Chairpersonship of Hon. Prime Minister and Governing Board for managing the Fund. It was also decided to locate the Fund in the Department of Family Welfare.
