Question : Beneficiaries of PMUY

(a) whether 85% of the Ujjwala beneficiaries in rural India still use solid fuels, as suggested by recent reports and if so, the details thereof;
(b) whether due to high cost of LPG many beneficiaries of PMUY are not refilling their connections regularly, if so, whether the Government intends to reduce the price of LPG to make it more accessible to BPL families and if so, the details thereof along with the cost currently borne by the beneficiaries for each refill and whether the Government has identified districts with lowest average refill rate of below two a year, if so, the details thereof and the remedial action taken by the Government in this regard;
(c) the details of the number of refills per household under the Ujjwala scheme in the last three years along with the average of refills of LPG cylinders under PMUY compared to the National average and the State-wise details of LPG connections as well as the number of LPG connection under Ujjwala Scheme in the country along with the number of regularly active LPG connection;
(d) whether the Government has identified any duplicate/fake/non-existent/ inactive LPG connection post the implementation of PAHAL scheme, if so, the State-wise details thereof in comparison with the number of connections before PAHAL scheme along with the total amount of money saved due to elimination of such fake beneficiaries;
e) the details of amount of subsidy on supply of domestic LPG at present given by the Government compared to last ten years along with the number of subsidised and non-subsidised gas connections in the country, State-wise; and
(f) the details of the number of households who surrendered their subsidies as a result of “give it up” campaign launched by the Government in 2015 and whether the Government is planning to increase access to cooking gas or LPG to all the households in the country before the year end under PMUY, if so, the details thereof and the action taken by the Government in this regard and whether the Government has achieved the objective for which the PMUY was launched, if so, the details thereof?

(a) & (b) No Sir. As on date, about 87 % of PMUY beneficiaries have returned for at least second refill. Oil Marketing Companies (OMCs) have identified low consumption districts in respect of PMUY beneficiaries. In order to improve the refill consumption in the low consumption districts, Oil Marketing Companies (OMCs) have intensified the customer contact to adopt and use LPG on sustained basis. To make the scheme more affordable, PMUY customers have been given an option to avail LPG connections with 5 Kg cylinder. Additionally, OMCs have also provided an option to swap from 14.2 Kg to 5 Kg cylinders for the PMUY beneficiaries. As on 01.11.2019, in Delhi market, the refill price of domestic LPG is ? 681.50 per 14.2 kg cylinder and effective cost to PMUY consumer after subsidy is ? 525.60 per cylinder.
(c) The national average LPG consumption is 6.25 cylinders (14.2 kg.) per annum, whereas annual LPG consumption of PMUY consumer is 2.76 cylinders (14.2 kg). State/UT-wise details of total LPG connections viz-a-viz PMUY connections are at Annexure-I.
(d) State/UT-wise details of LPG connections blocked due to inactive/duplicate/fake/non-existent are at Annexure-II. The estimated savings due to blocked consumers/non-subsidised domestic consumers upto June, 2019 is ? 63,664 crore.
(e) At present, 25.78 crore and 1.67 crore LPG consumers are taking subsidised and non-subsidised cylinders respectively. (f) As on 11.11.2019, more than one crore LPG consumers have given up their subsidy under “GiveItUp” campaign. The Government had targeted to release 8 crore LPG connections under PMUY which has already been achieved.
