Question : Centrally Sponsored Schemes

(a) the details of the Centrally Sponsored Schemes under implementation of the Ministry;

(b) whether such schemes have been reviewed and if so, the details thereof;

(c) the details of the Centrally Sponsored Schemes being implemented through Non-Governmental Organisations;

(d) the details of the fund sanctioned and released by the Government to the Non-Governmental Organisations for implementation of these schemes during the last three years, State-wise; and

(e) the steps being taken by the Government to effectively monitor the major schemes and to bring transparency and enhance accountability?

(a): The following Centrally Sponsored Schemes are being implemented by the Ministry:

1. Pre-Matric Scholarship for SC students studying in Class IX and X;
2. Post-Matric Scholarship for Scheduled Caste Students (PMS-SC);
3. Scheme for Upgradation of Merit of SC Students;
4. Pre-Matric scholarship to the children of those engaged in occupations involving cleaning and prone to health hazards ;
5. Babu Jagjivan Ram Chhatrawas Yojana;
6. Pradhan Mantri Adarsh Gram Yojana (PMAGY);
7. Assistance to States/ UTs for Implementation of the Protection of Civil Rights Act, 1955 and SCs and STs (Prevention of Atrocities) Act, 1989;
8. Pre-Matric Scholarship for the Other Backward Class (OBC) Students;
9. Post-Matric Scholarship for Other Backward Class Students;
10. Construction of Hostels for OBC Boys and Girls;
11. Dr. Ambedkar Scheme of Post-Matric Scholarship for students belonging to Economically Backward Classes (EBCs); and
12. Dr. Ambedkar Scheme of Pre-Matric and Post-Matric Scholarship for students belonging to Denotified and Nomadic Tribes.

(b): The review of Centrally Sponsored Schemes relating to the welfare of Scheduled Castes and Other Backward Classes is an ongoing process.
(c): Except the Scheme of Construction of Hostels for Girls and Boys under Babu Jagjivan Ram Chhatrawas Yojana, no other Centrally Sponsored Scheme is being implemented through Non-Governmental Organizations.
(d): The details of funds sanctioned and released State-wise under Babu Jagjivan Ram Chhatrawas Yoajan during the last three years is given in Annexure.
(e): The monitoring of the Centrally Sponsored Schemes is being done at Central and State level. Further, Annual Progress Report and Utilization Certificates for the funds released during the previous year(s) are obtained from the State Governments/UTs. Evaluation of the schemes is conducted by independent agencies from time to time.
