Question : Medicinal Plants

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) the quantity of medicinal plants and herbs produced in the country particularly in Uttar Pradesh, Himachal Pradesh and Uttarakhand during the last three years;

(b) the State-wise details of the financial assistance provided to promote the farming of Medicinal Plants and herbs during the said period;

(c) the quantity of medicinal plants exported from these States during the said period; (d) the steps taken to promote production of Ayurvedic and herbal medicines in the country particularly in Madhya Pradesh; and

(e) whether the Government encourages/proposes to encourage the farmers for farming of medicinal plants under any scheme, if so, the details thereof?

(a): As per the information received from State Governments, the quantity of medicinal plants and herbs produced in Himachal Pradesh, Uttar Pradesh and Uttarakhand during the last three years is as below:

The data of Himachal Pradesh and Uttrakhand are the result of cultivation supported under Centrally Sponsored Scheme of National AYUSH Mission (NAM) while the data for Uttar Pradesh includes production both from cultivation of medicinal plants supported under NAM scheme as well as other cultivation sources.

(b): To promote the farming of medicinal plants and herbs produced in the country, presently, the Ministry of AYUSH is implementing a component on ‘Medicinal Plants’ under Centrally Sponsored Scheme of National AYUSH Mission (NAM) throughout the country. The State / UT-wise details of the financial assistance provided under the said Scheme for supporting cultivation of medicinal plants/ herbs on farmer’s land during the last three years is at Annexure.

(c): The quantity of medicinal plants/herbs exported from Himachal Pradesh, Uttar Pradesh and Uttarakhand during the last three financial years is as below:

(d): To promote production of Ayurvedic and herbal medicines in the country, the Ministry of AYUSH is providing grant-in-aid under Quality Control of ASU&H Drugs Component of Centrally Sponsored Scheme of National AYUSH Mission (NAM) throughout the country including state of Madhya Pradesh. The grant sanctioned to state of Madhya Pradesh under NAM scheme for Drugs Quality Control component during the last three years is as below:

(e): Yes, the Ministry of AYUSH, Government of India under its Centrally Sponsored Scheme of National AYUSH Mission (NAM) is providing financial assistance to farmers to encourage farming/cultivation of herbs/medicinal plants throughout the country. Under NAM scheme, there is a component on ‘Medicinal Plants’ which is primarily aimed at supporting cultivation of herbs/medicinal plants on farmer’s land with backward linkages through establishment of nurseries for supply of quality planting material, and forward linkages for post-harvest management. Presently, 140 medicinal plants species have been prioritized for supporting cultivation throughout the country for which the subsidy is provided to farmers @30%, @50% and 75% of cost of cultivation:
The cultivation programme is implemented through the identified implementing agency of concerned state (generally State Agriculture / Horticulture Departments) and the financial assistance is provided as per the State Annual Action Plan approved for concerned State. As per scheme guidelines, the financial assistance to North Eastern and hilly State of Himachal Pradesh, Uttarakhand and Jammu & Kashmir is provided in the ratio of 90:10, where as in other states it is shared in the ratio of 60:40 between Central and State Government.
