Question : CONSTRUCTION OF LATRINE TOILETS



(a) whether any Centrally sponsored urban sanitation programme for construction of latrine/toilets is being undertaken in the country, particularly in Delhi and West Bengal;

(b) if so, the per-unit cost prescribed in the scheme alongwith the Central share to be made available to the States; and

(c) the steps being taken by the Union Government to raise the prescribed per-unit cost limit and also to raise the Central share?

(a): The Centrally Sponsored Low Cost Sanitation Scheme for construction of latrines/toilets is being implemented in the country in the municipalities having population upto 5 lakh. The scheme is not being implemented in Delhi as its population exceeds 5 lakh. The scheme is already under implementation in West Bengal.

(b)&(c): The Centre provides subsidy upto plinth level based on the economic category of the beneficiary. The cost ceiling of the unit upto plinth level is Rs.4000/-, Rs.6000/- & Rs.7000/- for 5, 10 & 15 users respectively.

Revision of the prescribed per unit cost and raising the central share involves revision of the guidelines which is an ongoing process.
