Question : Rain Water Harvesting Capacity

(a) whether the Government has done any assessment of rain water harvesting capacity, existing structures and quality of water harvested in various cities during the last three years;
(b) if so, the details thereof including observations made for Visakhapatnam city;
(c) if not, whether the Government proposes to undertake such study, if so, the details thereof;
(d) whether the National Green Tribunal (NGT) has directed the Government to use rain water harvesting system; and
(e) if so, the details thereof and the action taken by the Government thereon?

(a) to (c) Central Ground Water Board (CGWB) has prepared a conceptual document titled “Master Plan for Artificial Recharge to Ground Water – 2013”, which provides information about volume of surplus runoff available for rain water harvesting and area specific artificial recharge techniques to augment the ground water resources based on the availability of source water and capability of sub-surface formations to accommodate it. Master Plan envisages construction of about 88 lakh rainwater harvesting structures in Urban areas of the Country including Visakhapatnam, which will harness about 2300 million cubic meter of rain water. The information received from Greater Visakhapatnam Municipal Corporation regarding rainwater harvesting structures within the Municipal Corporation is given at Annexure.

(d) to (e) The Hon’ble National Green Tribunal has issued directives to Central Ground Water Authority (CGWA), Delhi Jal Board (DJB) and the Delhi Pollution Control Committee to fix a uniform procedure, prescribe a format as well as proper design for the rain water harvesting system to be installed by the hotels, hospitals and malls in NCT of Delhi. Standard Design for Rain Water Harvesting has been evolved and placed on websites of DJB and CGWB.
