Question : Revolving Fund under SBM

(a) the details of funds allocated and spent by the Government under the provisions of Revolving Fund under Swachh Bharat Mission (SBM) in the country since inception, State/UT-wise;

(b) whether the Government has made any comparative analysis of implementation of the projects under SBM for achieving total sanitation by the year 2019 and if so, the details thereof;

(c) whether the Government has covered all the villages under the SBM; and

(d) if so, the details thereof, State/UTwise?

Statement referred to in reply to Lok Sabha Starred Question No. *360 for 10.08.2017

(a) Under the Swachh Bharat Mission (Gramin), upto 5% of the district project outlay, subject to a maximum of Rs. 1.5 crore can be used as revolving fund. Revolving Fund is meant for extending loans to Societies, Self Help Group or other groups for providing cheap finance to their members for the construction of toilets or for setting up of Rural Sanitary Marts/Production Centres. Loans from this fund are to be recovered in 12-18 instalments.
(b) The State/UT-wise number of Individual household latrines (IHHLs) constructed during last 3 years and current year under SBM(G) is at Annexure-1.
(c) to (d) The SBM-G is a nation-wide program. The States are supposed to promote behaviour change in all their villages, and they are supported by the MDWS.
