Question : BSNL Network in Aspirational Districts

(a) whether the Bharat Sanchar Nigam Limited (BSNL) network in Aspirational Districts in Uttar Pradesh is very poor;

(b) if so, the details thereof and the reasons therefor along with the steps taken by the Government in this regard; and

(c) the names of the places in the State of Uttar Pradesh where new mobile towers are proposed to be set up by the Government and the details of the plans to increase the internet speed in the said region?

(a) to (c) A statement is laid on the Table of the House.

STATEMENT TO BE LAID ON THE TABLE OF THE LOK SABHA IN RESPECT OF PARTS (a) TO (c) OF THE LOK SABHA STARRED QUESTION NO. 381 FOR 30TH MARCH, 2022 REGARDING ‘BSNL NETWORK IN ASPIRATIONAL DISTRICTS’.

(a) & (b) Telecom Regulatory Authority of India (TRAI) monitors the performance of the Telecom Service Providers (TSPs) including Bharat Sanchar Nigam Limited (BSNL) against the benchmarks for various Quality of Service (QoS) parameters laid down by TRAI by way of QoS regulations issued from time to time, through Quarterly Performance Monitoring Reports (PMRs) received from Telecom Service Providers. As per PMR for quarter ending September, 2021, BSNL is meeting, in general, most of the QoS parameters for its cellular and basic services in Uttar Pradesh including its aspirational districts.

(c) Under various schemes of Universal Service Obligation Fund (USOF), the Government has planned 67 New mobile towers in Uttar Pradesh. Village wise details of such towers are at Annexure-I. BharatNet project is being implemented in a phased manner through various Implementing agencies to provide broadband connectivity to all Gram Panchayats (GPs) in the country. The scope of Bharatnet has been recently extended upto all inhabited villages beyond GPs in the country, with the timeline as 2025.
