Question : Skill Development Mission

(a) the infrastructure prepared by the Government to provide assistance to the youth under skill development mission;

(b) the schemes being extended by the Government for encouraging youth for work and the steps being taken to provide assistance to various States for creating better infrastructure for imparting meaningful training to the youth in skill development, State-wise including Uttar Pradesh;

(c) whether support from foreign or private sectors has been taken by the Government with a view to improve the quality of training;

(d) the progress made in respect of imparting training linked with organic farming, floriculture, jadi-buti production, fruit production in Himalayan States according to their requirements; and

(e) whether any survey of these organisations has been conducted by the Central Government which have participated in skill development mission and if so, the details thereof along with the amount distributed so far among the various organisations under the skill development mission, State-wise?

Answer given by the minister

(a) to (e) The Government has set up National Skill Development Corporation (NSDC) as a Public private Partnership entity to promote private training providers to set up skill training centres across the Country through loan support at subsidized rates. The NSDC conducts short term skill training courses through its approved training partners. As on date, it has 267 approved training partners (TPs) with 5093 operational training centres, including 602 mobile centres with coverage across 29 states and 6 Union Territories. All these training partners are approved by the NSDC after following due process. Various kinds of training, including Pradhan Mantri Kaushal Vikas Yojana (PMKVY) are imparted by these TPs based on the Qualifications Packs (QPs) and National Occupation Standards (NOSs) developed by the respective Sector Skill Councils. Field inspections including affiliation & accreditation of these training partners are done by the NDSC. So far, an amount of Rs. 2366 crore has been spent by the NSDC for various training programmes.



Skill / Vocational Training to women is being encouraged through a network of 11 women training institutes viz. one National Vocational Training Institute (NVTI) at Noida and 10 Regional Vocational Training Institutes (RVTIs) at Mumbai (Maharashtra), Bengaluru, Thiruvananthapuram, Panipat, Kolkata, Tura, Allahabad, Indore, Vadodara & Jaipur. These institutes cater to the training needs of all women having minimum qualification of 10th standard. To extend these programmes, the Govt. has approved 08 more RVTIs one each in the state of Tamil Nadu, Bihar, Punjab, Himachal Pradesh, Tripura, Goa, Jammu & Kashmir and Telangana, five of which have been made operational in 2015-16.


Under the provisions of the Apprentices Act, 1961, the Apprenticeship Training is provided on-the-job at the real workplace in industry to school leavers, ITI pass outs, 10+2 (vocational), diploma and Graduate in engineering and non-engineering pass-outs. As on date, 231321 trade apprentice are undergoing apprenticeship training in various States/UTs.

Long term vocational training is imparted through Industrial Training Institutes (ITIs). There are a total 13,105 ITIs (Government – 2293 and private - 10812) across India with 18.7 lakh seats in 126 trades. There is no central financial support for these long term courses. The survey of these institutions is done at the time of affiliation through the Quality Council of India.

The Ministry of Skill Development and Entrepreneurship (MSDE) is implementing World Bank assisted Vocational Training Improvement Project (VTIP) for up gradation of 400 Government ITIs. The MSDE also envisaged World Bank assistance for its projects namely “Skills Training for Industrial Value Enhancement (STRIVE)” to improve the performance of ITIs and access to and relevance of apprenticeship training and “Skill India Mission Operation (SIMO)” to implement the objectives of National Skill Development Mission (NSDM). Both these projects provide funds to States including Uttar Pradesh for strengthening the training infrastructure in the States.

Under PMKVY, trainings have been imparted to 15,022 candidates for Floriculture (Open Cultivation), floriculture (Protected Cultivation) and Organic Farming job roles of which 4076 are from Himalayan States. The PMKVY for 2016-17 onwards provides for 25% funds directly to States for meeting the unique skill requirements of the States.
