Question : Housing for All

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:

(a) whether the Government has delineated the definition and scope of the term ''Affordable Housing'' under the Housing for All (Urban) Mission, beyond the criterion on interest subvention subsidy or incremental housing and if so, the details thereof;

(b) whether there is a provision for mandatory Social Audit of housing projects undertaken by the States/Union Territories/Urban Local Bodiest and if not, the reasons therefor;

(c) whether the Mission incorporates provisions for penalizing forced eviction in providing ''Affordable Housing in Partnership'' on private land and if not, the reasons therefor;

(d) the total number of low-cost houses lying vacant under the two existing housing schemes viz., Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and the Rajiv Awas Yojana (RAY); and

(e) the steps taken to allot the same to eligible persons expediently?

(a):The Pradhan Mantri Awas Yojana (Urban) Mission launched by the Government covers beneficiaries belonging to the Economically Weaker Section (EWS) and Lower Income Group (LIG). The EWS households are defined as households having an annual income up to Rs.3,00,000/- and LIG households are those having annual income between Rs.3,00,000 and up to Rs.6,00,000.

(b): The PMAY (Urban) Mission guidelines provides for assisting State / UT Governments in undertaking social audit of the projects being implemented under the Mission. The social audit would be carried out by the State / UT Governments and Urban Local Bodies (ULBs), inter-alia, through credible technical, architectural and design institutes.

(c): Land and Colonisation being State subjects, State / UT Governments are to provide encumbrance free land for projects under the Mission.

(d) & (e): State-wise details of un-occupied houses under Jawaharlal Nehru Urban Renewal Mission (JNNURM) and Rajiv Awas Yojana (RAY), as reported by the States / UTs, are as at Annexure.
Housing being a State subject, beneficiary identification and allotment of houses to eligible beneficiaries is the responsibility of the State / UT Governments.
