Question : DEVELOPMENT OF YOUTH



(a) whether the Government is implementing any schemes/programmes for development of youth in various parts of the country;

(b) if so, the details thereof along with the funds allocated/sanctioned and utilised for the purpose during each of the last three years and the current year, scheme and State-wise;

(c) the achievements made in youth affairs sector so far, State-wise;

(d) whether the Government has formulated any new work plan for development of youth and sports in the country; and

(e) if so, the details thereof?

(a): Yes Madam. The schemes/programmes being implemented for development of youth in various parts of the country are as under:

Department of Youth Affairs:

(i) Nehru Yuva Kendra Sangathan (NYKS)

(ii) National Service Scheme (NSS)

(iii) Rajiv Gandhi National Institute of Youth Development (RGNIYD)

(iv) National Youth Corps (NYC)

(v) National Programme for Youth and Adolescent Development (NPYAD)

(vi) International Co-operation (IC)

(vii) Youth Hostel (YH)

(viii) Scouting and Guiding

Department of Sports:

(ix) Rajiv Gandhi Khel Abhiyan (RGKA)

(x) Urban Sports Infrastructure Scheme

(xi) Scheme of Assistance to National Sports Federations (NSFs)

(xii) National Sports Development Fund (NSDF)

(xiii) Scheme of Human Resource Development in Sports

(xiv) Scheme of Special Cash Awards

(xv) Scheme of Pension to Meritorious Sportspersons

(xvi) Scheme of National Sports Awards

(xvii) National Welfare Fund for Sportspersons

(xviii) Scheme of Sports & Games for Persons with Disabilities

(xix) Grant-in-aid to Sports Authority of India

(xx) Grant-in-aid to Lakshmibai National Institute of Physical Education (LNIPE), Gwalior

(xxi) Grant-in-aid to National Dope Testing Laboratory (NDTL)

(xxii) Grant in-aid to National Anti Doping Agency (NADA)

(b): The details of funds allocated and expenditure incurred under various Schemes during last three years and current year are given under Department of Youth Affairs in Annexure-I and Department of Sports in Annexure-II.

(c): Department of Youth Affairs while implementing the above schemes envisages a holistic vision for the youth of India which is to empower the youth of the country to achieve their full potential, and through them enable India to find its rightful place in the community of nations.

(d)&(e): National Youth Policy 2014 provides a framework for action by all stakeholders, for youth development. In the Budget under Department of Youth Affairs for 2014-15, provision of Rs.100 Cr. has been made for new initiative as “Young Leaders Programme” to seek participation of youth in decision making and nation building process, to recognize, reward and involve exceptionally talented youth to serve as role models and mentors for others.

In the Budget under Department of Sports for 2014-15, provision of Rs. 200 crore has been made for enhancement of sports facilities in Jammu and Kashmir, provision of Rs. 100 crore has made for setting up National Sports University in Manipur and provision of Rs. 50 crore has been made for National Sports Talent Search System Programme.
