Question : Toilets Under Swachh Vidyalaya Abhiyan

(a) whether out of 45,000 Government schools in Andhra Pradesh, toilets have been constructed under Swachh Vidyalaya initiative in 40,000 schools and if so, the details thereof;

(b) whether there are some schools where toilets are being used for other purposes and if so, the details thereof;

(c) whether in more than 2,000 private schools toilets are not in working condition;

(d) if so, the reasons therefor and efforts being made by the Government to make all the toilets functional in coordination with the State Administration; and

(e) the efforts being made to construct toilets in 5,000 Government schools in Andhra Pradesh where there are no toilets?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 367 TO BE ANSWERED ON 22ND MARCH 2021 ASKED BY HON’BLE MP SHRI JAYADEV GALLA REGARDING TOILETS UNDER SWACHH VIDYALAYA ABHIYAN

(a) During the year 2014–15, under the Swachh Vidyalaya initiative of the Department of School Education & Literacy, 49,293 toilets were constructed/ reconstructed in 32,397 schools where toilets were needed, out of 46,164 Government schools in Andhra Pradesh.

(b) State Government of Andhra Pradesh has reported that all the toilets are being used by school children and teachers.

(c) to (e) As per UDISE+ 2018-19 (Provisional), out of a total number of 15,862 private schools in the State of Andhra Pradesh, 15,226 private schools have functional toilets.

Education is in the concurrent list of Constitution and most of the schools are under jurisdiction of concerned States & UTs. States and UTs have been constantly advised to ensure toilets for students in all the schools under their jurisdiction (including schools under non-governmental sector).

Under Samagra Shiksha, every year States and UTs are supported for strengthening of existing Government schools, and for creation and augmentation of infrastructure facilities including toilets as per proposals received from respective State/UT.

Under Samagra Shiksha till now, construction of 18,391 Boys’ toilets, 21,199 separate girls’ toilets and 3,102 toilets for Children with Special Needs (CwSN) have been sanctioned to Andhra Pradesh for elementary and secondary schools. Out of which, Andhra Pradesh has reported construction of 17,400 Boys’ toilets, 20,548 separate girls’ toilets and 3,045 toilets for CwSN, till 31.01.2021.
