Question : FIRE SAFETY CERTIFICATE



(a) whether fire safety certificates have been issued for important buildings in Delhi including the Supreme Court;

(b) if so, the details thereof; and

(c) if not, the reasons therefor?

(a) to (c): All the buildings, including Government owned, constructed in Delhi as permitted by the building sanctioning authorities have clearance from the Delhi Fire Service after the enforcement of Delhi Buildings Bye-Laws, 1983. The buildings constructed prior to 1983 were also inspected under the provisions of Delhi Fire Prevention and Fire Safety Act 1986 and Rules of 1987 and NOC was issued after the compliance of the provisions of Delhi Buildings Bye-Laws, 1983. The Supreme Court building does not fall under the purview of Delhi Fire Service Act, 2007 and Delhi Fire Service Rules, 2010 and hence, Fire Safety Certificate is not mandatory for the Supreme Court building. However, fire protection arrangements such as pre-existing hose reel, fire extinguishers, manual call point, sprinklers, hose boxes, yard hydrants, pumps have been provided in the building in the interest of public safety. The fire safety of Supreme Court has further been strengthened by way of provision of fire tender on round-the-clock basis at the site. All other important government buildings falling under the purview of Delhi Fire Service Act 2007 and Delhi Fire Service Rules 2010 have been inspected and Fire Safety Certificates have been issued to them after complying with the mandatory fire prevention and fire safety measures.
