Question : INSTITUTES ASSOCIATED WITH STATE UNIVERSITIES



(a) the number of colleges affiliated with the universities in the State of Madhya Pradesh, university-wise;

(b) whether various universities of the country are over burdened with the affiliation of colleges;

(c) if so, the measures taken to reduce the burden of affiliation;

(d) the status of institutes associated previously with the State Universities after the latter have been converted into Central Universities;

(e) whether the Government has reviewed the norms prescribed for such institutions; and

(f) if so, the details thereof?

(a): According to University Grants Commission, the information is being collected from State of Madhya Pradesh and will be laid on the Table of the House.

(b) & (c): It is true that a few State Universities in the country have affiliated a large number of colleges. Lot of time and efforts by these Universities are consumed in management and conduct of examination for these colleges.

In order to increase the number of affiliating Universities, the Government has formulated a Scheme of Incentivising the States to set up new universities.

(d) to (f): Since the year 2005, seven State Universities namely, University of Allahabad, Manipur University, Tripura University, Rajiv Gandhi University, Itanagar, Dr. Harisingh Gour Vishwavidyalaya, Sagar (MP), Guru Ghasidas Vishwavidyalaya Bilaspur (Chhattisgrh), and HNB Garhwal University, Srinagar (Uttarakhand) have been incorporated into Central Universities by Acts of Parliament. The Institutes associated previously with these Universities have continued to be part and parcel of the converted Central Universities. The Central Universities, being statutory autonomous bodies, are competent to review norms prescribed for such institutions. Under the University of Allahabad Act, 2005, the Institute of Correspondence Courses and Continuing Education has been included as a temporary self-financing University Institute.
