(a) to (d): No Madam. No such committee has been constituted to supervise the training imparted for promoting rural entrepreneurship under the Pradhan Mantri Rozgar Yojna Programme and skill India.
However, the Pradhan Mantri Rojgar Yojna (PMRY) has been discontinued w.e.f 01 04-2008. The PMRY and the Rural Employment Generation Programme (REGP) were merged to form the Prime Minister''s Employment Generation Programme (PMEGP). The PMEGP is a major credit-linked subsidy programme, aimed at generating self-employment opportunities through establishment of micro-enterprises in the non-farm sector by helping traditional artisans and unemployed youth in rural and urban areas. KVIC is the national level nodal agency for implementation of the PMEGP.
Project proposals are invited from beneficiaries at district level, which are examined by DLTFC headed by District Collector and recommended to banks. Banks sanction the loan after appraising each project both technically and financially before loans are released to the beneficiary. The Entrepreneurship Development Programme (EDP) training is mandatory for the beneficiaries
The duration for the EDP is 6-10 days, which is being imparted through KVIC, KVIB Training Centers, NSIC and Rural Self Employment Training Institutes (RSETIs). No skill development training is provided under the PMEGP scheme. However, the beneficiaries who have already obtained skill training through Govt. institutions are given priority in selection for the PMEGP.
