Question : Scheme to Set up Big Industries

(a) whether there is any scheme to set up big industries in Banswara and Dungarpur districts to promote industries;

(b) if so, the details thereof;

(c) whether the Government is preparing any plan to save Siren Limited Company from closure;

(d) if so, the details thereof; and

(e) the facilities provided by the Government to set up industries in Rajasthan along with details thereof?

(a) & (b): The Government has been continuously endeavoring to put in place measures for expanding industries in India. The intent has been to enhance industrialization keeping in mind the national interest and removing policy bottlenecks that have been hindering the investment inflows into the country. Government of India does not have any State specific industrial development scheme except for states in NER, Himalayan states/UT of J&K, Ladakh, HP & Uttarakhand, A&N islands and Lakshadweep. However, a number of initiatives have been taken for industrial development in the country, including Rajasthan. They include-

Industrial corridors-Government of India has accorded approval for development of 11 corridors (32 projects) in four Phases as part of National Master Plan for providing multimodal connectivity to economic zones which are under various stages of conceptualization / development / implementation. In Delhi Mumbai Industrial corridor projects, there are two projects in Rajasthan- Jodhpur Pali Marwar Industrial Area (JPMIA) and Khushkhera Bhiwadi Neemrana Industrial Area (KBNIR).

Start up India-It is a flagship initiative of Government of India which aims to build a strong ecosystem for nurturing innovation and Startups in the country.

(c) & (d): No such information is available in this Ministry.

(e): The Ministry of Micro, Small and Medium Enterprises (MSMEs) implement various other schemes for the growth and development of MSME sector in the country. These include Prime Minister Employment generation Programme (PMEGP), Micro and Small Enterprises-Cluster Development Programme (MSE-CDP), Scheme of Fund for Regeneration of Traditional Industries (SFURTI), Credit Linked Capital Subsidy and Technology Upgradation Scheme (CLCS-TUS) and SC/ST Hub.

Post Covid-19, Government has taken a number of initiatives under Aatma Nirbhar Bharat Abhiyan to support the MSME Sector in the country especially in Covid-19 Pandemic. Some of them are:
i) Rs 20,000 crore Subordinate Debt for MSMEs.
ii) Rs 3 lakh crores Collateral free Automatic Loans for business, including MSMEs.
iii) Rs. 50,000 crore equity infusion through MSME Fund of Funds.
iv) New revised criteria for classification of MSMEs.
v) New Registration of MSMEs through ‘Udyam Registration’ for Ease of Doing Business.

An online Portal “Champions” has been launched on 01.06.2020 by Hon’ble Prime Minister. This covers many aspects of e-governance including grievance redressal and handholding of MSMEs. Through the portal, total 36,738 grievances have been redressed up to 03.08.2021.
