(a): The setting up of small scale industries (SSI) is an activity of the individual entrepreneur. Government, however, facilitate the development and promotion of SSI by providing grant for infrastructure development, imparting training for entrepreneurial and techno-managerial human resource development, providing common facilities, quality testing facilities and extension services, fiscal support, credit facilities, incentives for technology upgradation, marketing and export related information, consultancy, to create conducive situation and to motivate entrepreneurs to set up SSI units. While the development of small scale industries is primarily the concern of respective State Governments/ Union Territories, the Central Government support and supplement the efforts of the State Governments/ Union Territories through various programmes and schemes which are implemented throughout the country in a unified manner for which the allocation of funds is made scheme/ programme-wise and not State-wise. During the 9th Five Year Plan an approximate amount of Rs. 3662.68 crore has been spent by the Central Government for implementation of various Plan schemes and programmes for development of small scale industries in the country including Himchal Pradesh. Similarly, as intimated by Government of Himachal Pradesh an amount of Rs. 221.02 crore has been spent by them for the same purpose.
(b): For the 10th Five Year Plan an outlay of Rs. 2200.00 crore has been made for implementation of the Plan schemes and programmes relating to development of small scale industries in the country including Himachal Pradesh. As intimated by the State Government of Himachal Pradesh, they have also made an outlay of Rs. 204.60 crore for the same purpose.
