(a) to (c) As per the report received from the Government of Uttar Pradesh, a case was
registered by the State Police on 5.7.2005 in Cr.No. 157/05 u/s 147, 148, 149, 307, 353, 153,
153A, 153B, 295, 120B I PC, Section 7 of Criminal Law Amendment Act and Section 4 of Lok
Sampati Kshati Nivaran Adhiniyam in Police Station Ram Janam Bhoomi, Ayodhya, Faizabad in
connection with the terrorist attack on Ram Janam Bhoomi-Babri Masjid Complex at Ayodhya.
Five persons have been arrested in this case so far. Charge sheet No. 12/2005 dated 15.10.2005
has been filed in court against the five accused persons. The investigation is in progress.
(d) and (e) `Police` and `Public Order` are State subjects as per the Seventh Schedule to the
Constitution of India. Therefore, the responsibility for maintaining law and order and making
security arrangements including that of religious places, vital installation and places of
national importance rests with the State Government. However in the wake of the terrorist attack
on the Ram Janam Bhoomi-Babri Masjid Complex at Ayodhya, the Government of Uttar Pradesh has
prepared revised security schemes to further strengthen the security of four complexes in Uttar
Pradesh viz the Ram Janam Bhoomi-Babri Masjid Complex at Ayodhya, Kashi Vishwanath Temple-
Gyanvapi Mosque at Varanasi, Krishna Janam Bhoomi-Shahi Idgah Mosque at Mathura and the Taj
Mahal at Agra, tt has been decided that the Union Government will provide assistance to the
Government of Uttar Pradesh towards meeting the cost of construction and equipments as projected
in the revised security schemes. So far as the Ram Janam Bhoomi-Babri Masjid Complex at Ayodhya
is concerned, Rs. 7.32 crore will be provided, in full, for meeting the expenditure on
construction and equipment under the Scheme for Protection and Upkeep of the Acquired Property
at Ayodhya since as per the Supreme Court order, the Government of India is duty bound to
maintain status quo in the area acquired under the Acquisition of Certain Area at Ayodhya
Act 1993. With respect to the other three complexes at Varanasi, Mathura and Agra, the cost
of construction and equipment which works out to be Rs. 12.59 crore, will be shared by the Union
and the State Government in the ratio of 75% and 25% and funded under the Police Modernization
Scheme. The Government of Uttar Pradesh will provide the security personnel required under the
schemes and bear the expenditure on man power for all the four complexes.
(f) and (g) No such proposal is presently being considered.
