Answer given by the minister

MINISTER OF STATE IN THE MINISTRY OF HEAVY INDUSTRIES AND PUBLIC ENTERPRISES AND MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI SANTOSH KUMAR GANGWAR)

(a) & (b): As per BPE`s Order dated 08.09.1987, the Interim Relief was to be absorbed in future wage Settlement. Due to persistent loss making performance of Raniganj Group of Works, the Company could neither enter into a fresh wage settlement with the workmen nor could pay the interim relief.

(c) & (d): The persistent loss making performance of the sick Refractory & Ceramic units of BSCL including Raniganj Group of Works made it impossible to carry out any increase in labour costs by way of implementing enhanced rate of VDA.
