Question : Free Wi-Fi in Metro Rail

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether the Delhi Metro Rail Corporation has awarded an exclusive 10 years licence to Techno Sat Comm. for providing free Wi-Fi on its entire network;

(b) if so, the details thereof along with the terms and conditions of the licence;

(c) the minimum and maximum speed of Wi-Fi to be provided to the passengers;

(d) the time by which this facility is likely to be provided to the passengers;

(e) whether the Government proposes to extend free Wi-fi facility in other Metro Rails running in various States; and

(f) if so, the details thereof and if not, the reasons therefor?

THE MINISTER OF STATE IN THE MINISTRY OF URBAN DEVELOPMENT

(a): Delhi Metro Rail Corporation Ltd. (DMRC) has informed that they have awarded contract to the Consortium of M/s. Techno Sat Comm (India) Pvt. Ltd. and M/s. Sifi Technologies Ltd. for providing free Wi-Fi to Delhi Metro passengers for a period of 10 years for the existing Phase-I and Phase-II network of Delhi Metro.

(b): The brief terms and conditions of the contract as provided by DMRC are as under:

(i) The Agreement has been signed on 02.12.2015.
(ii) The period of contract will be 10 years from the start of implementation.
(iii) No capital or operational expenditure will be borne by DMRC.
(iv) The consortium will pay Rs.11.45 crore to DMRC progressively during the contract period.
(v) Free Wi-Fi access for internet will be provided to passengers on Delhi Metro.
(vi) DMRC shall have exclusive agreement with the service provider during the contract period.

(c): The network will support 2 Mbps at any given time, anywhere on the network.

(d): The facility will be provided progressively in phases from August, 2016.

(e)&(f): The other operational Metro Rail on 50:50 joint venture of the Central Government and the concerned State Government namely, Bangalore Metro Rail Corporation Ltd. and Chennai Metro Rail Ltd. have informed that they have no proposal to provide free Wi-Fi facility in their network.
