Question : Parcel Rate

(a) whether parcel rate for carrying parcels by Railways is fixed or flexi fare is applicable for carrying parcels;

(b) whether some brokers in Delhi are charging exorbitantly high rates in this regard and if so, the steps taken by the Government to check the same;

(c) whether brokers are allotted certain racks and rate of that rack is different from general fare and if so, the details thereof; and

(d) whether the Government is aware that a few brokers transport the goods without booking and if so, the details thereof and the corrective steps that have been taken by the Government in this regard?

(a) to (d): Indian Railways provide two types of Parcel services-(i) Non-leased, and (ii) Leased.
(i). For Non-leased services, Indian Railways charge rates already published in Indian Railway Conference Associations (IRCA) Parcel Rates Tables and as amended from time to time.
(ii). For Leased services, Parcel space in Parcel rakes, Parcel vans and Seating-cum-Luggage Rake (SLR) compartments is also allotted to lease-holders at fixed rates, and the lease-holders can charge mutually agreed rates from their customers.
No communication regarding charging of exorbitant rates by brokers in Delhi has been received so far, nor has there been any complaint regarding transportation of un-booked parcel by brokers.
