(a): National Agricultural Development Programme (NADP)/Rashtriya Krishi Vikas Yojana (RKVY) was launched in 2007-08 and the scheme has been revised with effect from 1.11.2017 as Rashtriya Krishi Vikas Yojana - Remunerative Approaches for Agriculture and Allied sector Rejuvenation (RKVY-RAFTAAR) with more focus on development of pre and post harvest management. Year-wise and State-wise allocation and release of funds under this scheme during the last two years and the current year is given at annexure-I.
(b) & (c): To monitor the utilization of funds under the scheme, States are required to regularly enter and update financial and physical progress of the project on a web based RKVY portal. Besides, monitoring of the scheme is done through geo-tagging of RKVY assets, Desk Review Meetings , Video- conferencing, third party evaluation etc. The funds under this scheme are released to the States in two installments of 50% each. States are required to submit Utilization Certificates for 60 % of the funds released to them as first installment in the current year and 100% of funds released in previous years to avail 2nd installment of funds under the scheme.
States have approved a number of projects in various sectors in agriculture and allied sectors, including projects for pre and post harvest management, for implementation under this scheme. State-wise cost of projects approved under the scheme in various sectors during the last two years and the current year as per the data entered by the States in web based RKVY portal (RDMIS) is given at Annexure-II.
