Question : DECREASING LEVEL OF GROUND WATER



(a) the funds allocated and utilized so far to replenish the ground water deficit areas in the country, State-wise;

(b) whether the Central Ground Water Board (CGWB) has conducted any survey to water map `overexp- loited` and `critical or dark units` in the country including Kanpur region;

(c) if so, the details thereof, State-wise; and

(d) the details of revenue earned by the Gove- rnment from the private companies involved in extracting ground water?

THE MINISTER OF STATE FOR WATER RESOURCES, RIVER DEVELOPMENT AND GANGA REJUVENATION (PROF.SANWAR LAL JAT)

(a) Central Ground Water Board(CGWB) under Ministry of Water Resources, RD & GR has undertaken Demonstrative Rain Water Harves- ting and Artificial Recharge Projects during VIII, IX, X and XI Plan period. For these demonstrative projects, Rs.142.88 crores has been released and expenditure of Rs.132.48 crore has been incurred. Few projects of XI plan period have been spilled over into XII Plan. State-wise funds released and expen- diture incurred are given at Annexure-I.

Further, as per the information available from Ministry of Drinking Water and Sanitation, a total of Rs.1492966.85 lakhs have been incurred for construction of Sustainability Structures (water conservation/ recharge structures).

State-wise Estimated Cost and Expenditure for construction of Sustainability Structures are given at Annexure – II.

(b)&(c) CGWB and State Ground Water Organizations jointly assess replenishable ground water resources periodically in the Country, including Kanpur region. As per the latest assessment (as on March 2011), out of 6607 assessment units

(Firkas/Blocks/Mandals/ Talukas/ Districts) in the Country, 1071 units have been catego- rized as ‘Over-exploited’, and 217 assessment units as ‘Critical’. In Kanpur region, Kalyanpur assessment unit of Kanpur Nagar district has been categorized as Over-exploited. State/UT-wise categorization of assessment units are given at Annexure –III.

(d) Water being a State subject, Union Government does not levy any cess on abstraction of ground water.
