(a) to (c): The primary responsibility of industrial development rests with the State Govt.(s). The Union Govt. supplements their efforts through a wide range of schemes launched by it with a view to promote industrialization in industrially backward areas of the country under which financial support for improving the quality of industrial infrastructure is extended. States of North East Region (NER), Himachal Pradesh, Jammu & Kashmir, Uttarakhand, Darjeeling District of West Bengal, Andaman & Nicobar and Lakshadweep Islands, suffer from locational disadvantages and topographical adversities, in industrial development. Details of North-East Industrial and Investment Promotion Policy (NEIIPP), 2007, Transport/Freight Subsidy Scheme and Package for Special Category States of Jammu & Kashmir, Himachal Pradesh and Uttarakhand are given below:
