Question : Crop Loss due to Drought in Bihar

(a) whether the Government has performed any assessment of loss of crops due to drought and deficient rainfall in the last few years in Bihar;
(b) if so, the details thereof during the said period;
(c) the details of Government schemes implemented in Bihar to compensate for the aforesaid losses along with the details of funds allocated to Bihar Government under these schemes, year-wise;
(d) whether the Government has received any complaints with regard to the functioning of these schemes from public representatives in the last three years;
(e) the details of issues found by the Government while taking care of aforesaid complaints and efforts being made at the Central level to resolve them; and
(f) the details of the results of the aforesaid efforts?

(a) to (c): The State Government is required to assess the loss of crops due to drought and declare drought through a notification by following provisions of the Manual for Drought Manual, 2016. Government of Bihar has not submitted any Memorandum seeking financial assistance from National Disaster Response Fund (NDRF) in the wake of drought since last five years. In the eventuality of drought and other natural calamities, the State Governments are empowered to initiate necessary relief measures from State Disaster Response Fund (SDRF) which is readily available with them. Additional financial assistance, over and above SDRF, is considered from NDRF on receipt of Memorandum from State Governments and in accordance with extant norms and procedures. The financial assistance under SDRF/NDRF is given by way of relief and not for compensation of loss as suffered/claimed.

(d) to (f): No complaint has been received in regard to relief measures under SDRF/ NDRF.
