Question : Performance of Airports

(a) whether Indira Gandhi International Airport, Delhi has been ranked amongst the best airports in the world, in On-Time Performance (OTP) parameters between June and October 2015;

(b) if so, the details thereof indicating the airport performance during the said period along with the parameters taken into account for such ranking;

(c) whether any steps have been taken to improve OTP during fog;

(d) if so, the details thereof and the success achieved therefrom;

(e) whether the Government proposes to improve the OTP of other airports also in the country; and

(f) if so, the details thereof and the steps taken/proposed to be taken in this regard?

(a) & (b): Yes, Madam. The highest On-Time Performance (OTP) achieved at Delhi airport was in the month of September 2015 wherein 90% departure OTP was achieved .

(c) & (d): To improve the OTP during fog, Indira Gandhi International Airport (IGIA) is equipped with CAT III facility on runway 11/29 (both ends) and runway 10/28 (on the end of runway 28) and has developed a very close Collaborative Decision Making (CDM) philosophy among the stakeholders (airlines, Air Traffic Control and the airport operator) to
improve the processes during such period. As a result, this fog season, Delhi airport had flight cancellations only for 1 day. There were 22 cancelled flights (18 departure and 4 arrivals). All these flights were domestic flights and no international flights were cancelled.

(e) & (f): Yes Madam. At Cochin International Airport, CAT-1 ILS is being installed for Runway-09 which will improve the quality of Air Traffic Services at Cochin International Airport. At Bangalore International Airport Limited, a procedure of Pre-Departure sequencing
is activated on fog days. At Chhatrapati Shivaji International Airport, in order to improve OTP, Air Transport Circular 2 of 2013 on Procedure to be followed to mitigate flight delays, weekly OTP meetings with stakeholders, dissemination of OTP data on a daily basis to airlines and analysis of the reasons for the delays to take corrective action is being implemented.
